it's the first day of the new year, it means some brand new laws are going into effect all across the u.s. some of them are out there. i'm telling you. like the one in kentucky. i'm not kidding. you can no longer release wild boors into the wild. and also in florida you no longer have to register your swamp buggy as a motor vehicle. then in california, i'm sorry to report that your dog can no longer be used to hunt a bear. worse, a bob cat. can't use your dog to hunt a bob cat in california anymore. while you may think that these strange new laws don't affect you, you might be surprised by these next ones because they might. in florida it used to be illegal to flash your headlights at oncoming drivers to warn them about a speed trap. you know that unwritten rule, winking a nudge between the folks on the road, it's road code. a new law makes it okay to do it now. there could be some loopholes though. joining me is joe jackson to talk about it. the first time i ever heard about that was a challenge to a law that you can't do that or you'll get a ticket. somebody at the time brought

the bills that they've already wracked up through the laws that they passed. let me repeat, we can't not pay bills that we've already incurred. if congress refuses to give the united states government the ability to pay these bills on time, the consequences for the entire global economy would be catastrophic, far worse than the impact of a fiscal cliff. people will remember back in 2011 the last time this course of action was threatened, our entire recovery was put at risk, consumer confidence plunged, business investment plunged, the growth dropped. we can't go down that path again. >> while the president says that he won't negotiate, there is another battle brewing in washington, it's been tweeted the gop and its far right tea party members, republicans breaking ranks with their house majority leader eric cantor to vote for a plan, 85 house republicans voted for the deal, 151 republicans voted against the deal, including cantor, and that didn't sit well with the tea party. amy kremer tweeted this "i'm extremely disgusted with what happened in the house tonight. there will be consequences."

reform next year. that mechanism never happen. you can set targets and the law and state tax will achieve $1 trillion in savings over 10 years and entitlement reform will achieve the same. they never reach that so that is up in the air right now. you do have a willingness from the white house also did old -- to do corporate tax reform. they have a proposal that would lower it to 20% and republicans are working on a bill that would lower corporate tax rates to 25%. there is more of a push among republicans to overhaul the entire tax bill so they have a victory here. they made permanent 99% of the bush tax rates but they want to overhaul the entire code for individuals and corporations. when you look at what congress is working on now there are different committees. the ways & means committee controlled by the republicans in the house who are regretting a tax code or have been writing a bill that rewrites the tax code. in the senate there are senators like rob portman, max baucus, they have different proposals and ideas on what to do with corporate taxes. on spending reform, to little diffe

to become law both houses have to pass. it the house is not voting today. they've gone home. we don't know when the senate will vote. what does this all mean? >> what it means is that mitch mcconnell and joe biden rather than the majority leader harry reid, the minority leader mitch mcconnell, the republican, and the vice president representing the white house have worked out a deal. now i think it will pass the senate. it only needs 51 votes. that means there will be no filibuster and there will probably be no amendments which they have to vote on each amendment. the problem then becomes the house. no bill becomes law unless both houses pass it and so the house will have to pass it. you very well might have a situation where john boehner, the speaker, the leader of the republicans, will be embarrassed tomorrow because a lot of republicans will vote against it, but as long as they get a majority of the house, which is 218, and 30 or 35 republicans vote with the democrats, the bill will pass and become law and the president will immediately sign it. >> so the details of the deal are still l

on the health care law and its place in this debate. guest: is not part of the fiscal cliff. there is a tax increase going into effect because of the health reform act. it is not considered part of the fiscal cliff. in terms of immediate damage to the economy, the fiscal cliff has the potential to do more damage more quickly. there are other aspects of obamacare that are positive in terms of continued coverage for children up to 26 and a variety of things. every time i walk into an emergency room, i get angry at the number of people i have to in that -- i have to end up paying for basic health care for. people who walk in to get treated for a cold is something we all end up paying for. to the extent we can get health care for some of these folks in a way that would prevent the expenses from happening is a positive issue to be looking at as well. guest: if you are over 65 and can get medicare, there should not be any reason your health care or what the doctor can do for you will change with the new year. even if you are concerned about the doctor payments, that will be taken care of shortly.
